SECTION 1: ABOUT US
CLoCK-12 is an innovative program that gets excess computers and electronic equipment into the hands of needing and deserving children throughout the state of Colorado. CLoCK-12 is a program that was started by Next Generation, Inc or NGI. NGI is a Denver based recycling company who is registered with the EPA, and specializes in electronic removal, reuse, and implementation for the public, private, and government sectors. NGI sees a current need and avenue to get refurbished computer equipment into Colorado community schools and homes. NGI is currently working with a network of partners and looking for new partners to bring K-12 age children computers into the classroom as well as into the homes of students in efforts to extend technical literacy. We believe that by placing technology in the hands of Colorado’s young people, we are preparing them for the future, enhancing their educational experience, and exposing them to a whole new technical world. Primary targets include high risk, low income, and other disadvantaged youth throughout the State of Colorado.
SECTION 2: GOALS
The primary goal of CLoCK-12 is to improve technology-based education and bridge the digital divide through donation of refurbished computer equipment to our schools. One may well be aware that not all schools and educational programs in Colorado have a level playing field when it comes to acquiring computer resources. CLoCK-12 is going to level the playing field. CLoCK-12 would also make sure that all public K-12 age school children in the State of Colorado have the opportunity to have as much technical influence while in the classroom as possible. We are also working on an extension of CLoCK-12 that will allow qualified students to be able to take computers home permanently thus strengthening ones technical skills beyond the classroom.
SECTION 3: WHAT MAKES THIS POSSIBLE?
Here is one of many federal laws that will make CLoCK-12 a successful program. A portion of The Stevenson-Wydler Technological Innovation Act Executive Order 12999 states,
“It is the purpose of this Act to improve the economic, environmental, and social well-being of the United States by:
(1) Establishing organizations in the executive branch to study and stimulate technology;
(2) Promoting technology development through the establishment of cooperative research centers;
(3) Stimulating improved utilization of federally funded technology developments, including inventions, software, and training technologies, by State and local governments and the private sector;
(4) Providing encouragement for the development of technology through the recognition of individuals and companies which have made outstanding contributions in technology; and
(5)Encouraging the exchange of scientific and technical personnel among academia, industry, and Federal laboratories.”
This Executive Order is the foundation for CLoCK-12. CLoCK-12 is currently and will continually look for new federal, state, and local laws to support this program.
SECTION 4: CURRENT PARTNERS
Next Generation, Inc. (NGI) is currently a valuable partner due to the company’s involvement in the CLoCK-12 program. NGI’s responsibilities include but are not limited to:
· Communication between private, commercial, and government sectors for donations. Communication includes meeting with vendors, viewing property to be donated, scheduling pick-up of donated items, and finally picking up items.
· Categorize material into these three groups: reuse or recycle.
1. Reuse is equipment that is tested and can be properly licensed thru the Microsoft Authorized Refurbisher Program (MAR); this equipment will ultimately be donated to schools and students.
2. Recycle is equipment to be recycled and deemed unusable, unrefurbishable, or hazardous.
· Warehousing of the material will also be done by NGI. NGI is currently working in a 5000 square ft. warehouse located in Denver, CO and will be setting aside about 1000 square ft. to warehouse equipment to be donated.
· Donating of equipment is also taken care of by CLoCK-12 representatives only. This will ensure a one source responsibility for all property.
Cesar Chavez Academy School System is currently the participating elementary, middle, and high school whose responsibilities will be but not limited to:
· Receiving Agent Serve as the receiving agent for all donatable equipment from government source.
· Utilization of Equipment School System to fully utilize the donated equipment for any reason deemed responsibly necessary.
· End of Life Provide all end of life equipment to CLoCK-12 for proper recycling.
